I selected contracts. I clicked refresh. did you find phone number in your whatsapp
Open contacts in your phone.
Search for the contact you are trying to add.
Does it show up there?
If yes, does it have it have whatsapp detail in its number. See screenshot.

Try to restart your phone. Make sure the contact is there in your phone address book after restart. Do a refresh in Whatsapp again. Actually I already tried (without restart, as my phone is very reliable), and spaces or not, the contact can be seen (online/last seen a few hours ago).
Sadly, if it doesn't work, your phone/whatsapp has some refresh bug.

Don't type spaces
Preceed with a + before writing the number.

Must be a bug in your phone, as I said, it doesn't matter if you use spaces or not. Both the phone/android and whatsapp are smart enough to know how to match the numbers.
As I said, try to restart your phone and do a refresh after it. If it doesn't work, try to update your phone to the newest Android version (if available, otherwise you're out of luck).

Switch to Contacts tab / Sheet (last sheet)> Menu > Refresh Contacts
Are you sure, that person is using Whatsapp on the number you are trying to use. If not, then he will not appear in your Whatsapp Contact List.
Double check with the person to confirm his number.
