Windows Network Analysis/Management Software

I'm looking for suggestions for a software - either paid or open source - that is Windows based and can monitor and control the network traffic of a small Windows domain (about 15 users).

The software I am looking for would be installed on a Windows Server, would be able to track websites/programs used by user or computer, and then could enforce policies by user, computer, group, etc (AD integration would be a bonus but not necessary) by blocking websites, programs, or protocols/ports.

I would prefer a commercial software but I am willing to look at open source.

Suggestions?

So far the best one I have found is ActivTrak (www.activtrak.com) which is a great Cloud-based management tool that gives you the ability to monitor 3 systems for free.  For anything more than that there are paid options.  Running it now on a few stations as a test, but so far it seems to offer exactly what I was looking for.
