EU user consent policy for cookies

Hi,

A couple of questions about the type of consent needed and also advice on the service/script to use.

1. Would it be in line with EU law if a script checked user IP's and only produced the cookie notification if the user is from the EU? Could you recommend a script/service that provides this feature?

2. There is some discussion about implied vs explicit consent. Is implied consent sufficient? Is there any way that I can have it so that users don't have to click on anything at all in order to use the site, i.e the consent message appears on their first visit and doesn't reappear even if they don't click on an 'OK, got it' button?

3. Is it true that cookies that are essential for the proper functioning of a site do not need to be mentioned? I have a personality testing site that uses cookies in its questionnaires. Should these be mentioned?

4. My site delivers cookies due to advertising from a third party vendor. This warrants cookie notification for sure. Since my site delivers cookies for multiple reasons, would it be alright to offer a message that encompasses all cookie types, or would it be alright to just have one message, saying simply that my site delivers cookies?
