Auto Reply when email submitted to Public Folder in Exchange

I have access to a public folder in Outlook 2010. I need to create an auto reply confirming for employees we received their email (that they in fact addressed their email correctly)

I'm being told I need to login to the email account (as a user) and set up an auto reply.

Doesn't this need to be set up in Exchange Management Console? We have Exchange 2010 SP3
