Best programming language to replace Access
I have a client with a database application he wants to look into selling. It's been pieced together over the years and definitely time for a re-write. I doubt I would be the one to do it, but in an effort to guide him, possibly into finding the right developer, I wanted get an idea of what the best programming languages would be for this. The data resides in an MS SQL database and we'd need a reporting engine (unless we could leave that to Access).
C#? Does PowerBuilder still exist (and would anyone recommend it?) VB.Net, etc? What should be used?

I have seen ASP.NET work very well for database/SQL applications.

I'm not talking about web applications - standard GUI. There may be a web component, but not the primary interface.
