Exchange 2013 - Email Forwarding displays list of public folders

In Exchange 2013, when setting up forwarding for a user (EMC, Recipients / Mailboxes / Edit User / Mailbox Features / Mail Flow / Enable Forwarding / Browse) displays a list of only the mail-enabled public folders (DB name "PubFolders") versus the list of other users (DB name "DB01").
[PS] C:\Windows\system32>Get-Ma ilboxDatab ase -Server **** | select Name,Servername,IsExcluded FromProvis ioning
Name ServerName IsExcludedFromProvisioning
---- ---------- --------------------------
DB01 **** False
DB02 **** True
DB03 **** True
PubFolders **** True
DB01 is the default user DB, DB02 is for secondary mailboxes, DB03 is the archive DB.
Any ideas how to change the view so that the Enable Forwarding feature shows mailboxes in DB01 versus PubFolders?
