Exchange SMTP queue floods

Hello Expert,

  we have in our organization Exchange server 2013   about the last month we notice our exchange queue full of spam mail, and every i remove it's returned again by different address .

 we have Symantec mail for exchange.
  and we enable exchange spam filter,antimalware
