Does Microsoft plan to allow upgrades to their upcoming OS Windows Vista from Windows 98, or must I first upgrade to 2000/NT/purchase a full-version of Windows Vista?

Hello,
I have been trying to locate how to findout if I have users running Vista. the gettype.exe does not tell me if they are running Vista. Does anyone know a way to check this?
