monitor out of frequency

Hello,
I have an laptop that I can' t start! When I put it on I have a black screen, and when I attach an LCD or CRT monitor that says to me out of range!
Is it possible to reset the video card values!
I have tried to enter in safe mode but I don't see nothing on the screen!

Boot to VGA mode and set the refresh rate to 60hz in the display tab control panel.
Safe mode = VGA mode

Even when you have it in safe mode you don't get any display on the external monitor?
Does it even boot up?
Do you get the logo screen of your manufacturer or the post screen(showing memory amount and cpu speed)?
If not then it´s a whole new problem it could be hard drive  ,memory ,motherboard etc..

Is  not possible I can see nothing!
When I try to power on my notebook not appears nothing, just a black screen!
i have tried whit an othe hard disk, same problem!
Have installed a game 1 year ago and yesterday that give me a problem and shutted down the laptop!
When I restarted the computer again the black screen was here!
When I put a CRT monitor that says out of range 28 23 hz!
try without the hard disk and if you have two memory sticks try with only one, if it doesnt work try with other memory.
Also try without the battery use only AC adapter.
I try tomorrow, I don't have the ac adapter here now!

I have changed the hard disk with an other that works on an other laptop2, but nothing!
The hard disk from the laptop1 that not function works on the other laptop2!
and the laptop1 (black screen) has only one memory ram!
try memoery on another slot.
another thing to try is removing the battery and Mains then press power button for about 20 seconds to try and discharge it.
then connect power and try again.

I don't understand, when I try to connect a CRT monitor it say to me that the frequency is 28 -23!
If the removing battery part doesnt work then you will have to open the laptop and find the battery.
Remove it for about 10 minutes to reset the motherboard.
apart from that the motherboard looks like its bad ,but you cant rule out the memory unless you can get one somewhere to test.

I have tried to to remove the cmos battery for 20 min but the problem is always the same!
Problem: black screen, no possibility to access the bios or other, when attached external CRT or LCD monitor, it says me out of range! Frequency Range is = 28 to 23 Hz!

Tried:
Change the monitor frequency, but not allowed for this frequence!
Change hard disk with functionally OS from other computer, (Hard Disk from broken system is OK)
Ram change from an other computer, (Ram is OK)
Cmos Battery out for 20 min. (Battery ???)

Is a possibility to reset the system? Or is the only possibility to send it to the customer care (is out of warranty)
