Is there a way to create new user into sql server.

Is there a way to create a new user on sql server which can just connect from out side the server look like vb.net application. and can't from the sql management it self. Or can connect from out side of server look like vb.net and alter data. but can't see the schemas and alter tables from the sql managment it self. I use sql Express server.
