could not open netlogon.dns for reading

i have 2 windows 2003 domain controllers
they both originally had DNS installed on them
i have an error on one of them when running Netdiag which is at follows

   [FATAL] Could not open file C:\WINDOWS\system32\config\netlogon.dns for reading
    [FATAL] No DNS servers have the DNS records for this DC registered.

To try and resolve this issue i have performed the following

1) netdiag with the /fix switch
2) ipconfig /flushdns followed by ipconfig /registerdns and then the netdiag /fix
3) i have stopped the netlogon service renamed the netlogon.dns and the netlogon.dnb files and then restarted the netlogon to recreate these files
4) i have followed a Microsoft support document on removing the Active Directory intergrated DNS zone and recreate it
5) I have removed DNS from this server and reinstalled
6) i have removed DNS from this server altogether and left it off for the moment
7) I have demoted this server from being a domain controller and then have promoted it again.
8) i have checked that the network card is configured to use internal dns servers and that theDNS zone is Active Directory integrated and that dynamic updates are enabled and that the connection should register itself in DNS. the server does have 2 network cards but the other is disabled
9) I have checked DNS and it does show all the correct SRV and host records for this server that are shown in the netlogon.dns file. I get no errors from DCdiag and have used replmon to ensure that all Active Directory partitions replicate ok.

I have no errors in any of the event logs that have helped point me in a direction to a fix
If anyone can think of anything that i haven't already done as shown above then it will be greatly appreciated

Do you have 64 Bit edition of the windows Servers???
If you have 64 Bit edition install the 64 bit edition of support tools and run the Netdiag.

i do have a 64 bit version
i  uninstalled the support tools and then tried to install the 64 bit version just to make sure they were the correct version. This install failed on trying to overwrite the rasuser.hlp file. i then cancelled the installation and the install rolled back at at the end i was asked whether i wanted to restore the server to it previous state or continue later
i choose restore.
i then tried netdiag to see if any tools were installed and it worked and passed all tests successfully
i have to say that you have pointed me in the right direction as a reinstall of the support tools was not something i had considered so please take the points with my gratitude
