Show Quick Launch Greyed Out

When right clicking the taskbar>properties the show quick launch icon is greyed out.  

How do I enable quick launch? Can this be set via group policy

After you have set the quick Launch settings you require, go to Control Panel >Folder options, ensure remember each folders settings, and apply to all folders is selected?

Is this folder present? C:\Documents and Settings\[username]\Application Data\Microsoft\Internet Explorer\Quick Launch if its missing or corrupted you may need to recreate it
