"The device 'Generic volume' cannot be stopped right now. Try stopping the device again later."
Sometime I try to disconnect the drive using the "Safely Remove Hardware" icon, I get a message
"The device 'Generic volume' cannot be stopped right now. Try stopping the device again later."
This is caused by some of the program are still accessing the device, most of the time I am able to find out what program is accessing it, but sometimes I can't.

Is there a third-party or Microsoft application that can help us to find out what is the program that cause the problem?

This person used FILEMON and was able to find that there was a program using the Device (Norton).  You may not have the same exact program using the device, however using Filemon from Sysinternals, you may be able to find the culprit.

Is this a harddrive we are talking about removing if you have norton on this drive it is probably the protected recycle bin that is causing this issue.  Turn off the protected recycle bin for that drive in norton and it should stop this behavior.

Let me clairify a bit norton on your system not norton on the drive you are trying to remove.

when you open the safely remove icon display is there several options to choose from?
like mass storgae device
generic and any other names.?
try using one of the other named devices instead of the actual storage.
 When I select the USB storage device from the main window, a second window pops-up and shows the component list. The list includes: USB storage device, Hard drive model, drive letter. Even though all three things are for the same external hard drive, the one that always allows me to "remove safely" is the listing for the model number.
 
Another example, I have a drive that has my MP3s. This drive cannot be stopped when Media Player is running because the play lists are on that drive and media player marks them as in use.

it is safe to power down/unplug your USB device after you have shut down the system too.
