Here is a list of places you can safely delete temp files:
1. C:\Temp (If it exists)
%User% = All Created Users ***Not including All Users, Default Users,NetworkService,LocalService, or anything similar to QBData, McafeeUser, etc.
2. C:\Documents and Settings\%User%\Application Data\Temp
3. C:\Documents and Settings\%User%\Application Data\Temporary Internet Files\
4. C:\Documents and Settings\%User%\Application Data\Temporary Internet Files\Content.ie5 (For current user, Microsoft hides this folder (Even if showing hidden/system files))
5. C:\Windows\Temp
And the next few only if you are not worried about not being able to uninstall windows/microsoft updates!
C:\Windows\$Hf_Mig$
C:\Windows\$NTService...$
C:\Windows\$NtUninstall...$
I use TFC (Temp File Cleaner) for that purpose. It cleans Java and Windows temp files, as well as Internet Explorer, Opera, Chrome, and Safari caches. It doesn't delete cookie or history files, though.
