Editing questions after comments posted

According to http://support.experts-exchange.com/customer/en/portal/articles/2731158-how-do-i-edit-my-question-, a question can only be edited before someone has posted a comment on the question.  However this doesn't seem to be the case, as I have observed questions get modified after I have posted comments, and it didn't seem like the question was ever reported for moderator intervention (if it was, it was the fastest response ever).

So I'm wondering if anyone else has noticed this and whether it's a change in behavior from what's described in the help article, or a bug?

Andy - the item tag works for numbered and unumbered lists. You can also use the legacy bullet tag, for each item instead of list + item.

I know it is off topic but how do you get the item tag?

Only manually, there is no icon on the formatting toolbar.

I haven't thought of a good way to indicate that text was deleted

don't we have [strike]Strikethrough[/strike] ?

... which i failed to use but is documented in the help

as a side note, it was pointed out somewhere above this would prevent folks from removing sensitive information they may have accidentally posted
