At our shop, our programmers are changing their asp scripts all day long without rebooting. YOu may want to check three areas. Frist make sure in the web properties that the right permissions are set. I believe they need at least read permission, possibly execute also. That's something you'll want to test. Also remember that NTFS permissions are at work here also. Make sure the interent account has appropriate access to the files and scripts.
