My problem with that arrangement is whomever invests in implementing or upgrading infrastructure likely expects control over it. This can lead to difficulties applying regulation later as our needs and understanding change. Eventually there will be one company that owns all of the fiber. The monthly payment to access Google (the internet) will consist of having Google glasses implanted on your retina.
