Want to share my experience since this issue is discussed on the internet I followed the solution I found on YouTube all offered the same solution and none work for me but..
A windows 10 machine hung on startup the window 10 startup circle stopped circling and that's it. The option to login did not shows up.
I restarted it into safe mode as soon I logged in I got the following msg “Microsoft edge can’t open with built in administrator account windows 10”
I searched on YouTube how to fix this error msg, the solutions offered was how to modify the security policy’s for the build in admin. Did not work for me.
What did work was I uninstalled the network drivers (in device manager) did a restart and the system boot was successful.
Seams that since window had an issue with the network driver it gave an error on Microsoft edge. But not sure why it include in the msg the misleading end of being relate to the built in administrator account.

I have seen this message often.  When I log in with a different account, no problems.  This may be due to the fact that the machines where I see the problem are on a domain.

In my case the computer was not joined to a domain.
Since the network driver was what kept the computer from booting and the app the in the error was edge which make sense to have a connection to the network card driver, I assume that the troubleshooting would work in other scenarios and logging in with a different account would not work in this case.
