Command Line Program??

A Windows NT user recently made the statement to my brother that you can't use a command line on the Macintosh."  I know there are several applications that let you do just that, but I can't remember their names.  Anyone out there remember any?  Thanks in advance.

I think MacDOS is the app for that use.
