Windows Boot Question

When Windows boots, is there a way to keep something from booting permanently through a registry key?  There is a program not in the StartUp folder that is trying to boot but is giving me an error.

Look at win.ini. Ther are lins beginning with "load" and "run". What comes after is loaded on startup. The error could also come from some driver is system.ini.
Do you get any message about the name of the program/device that is causing the error
