Disable Alt-tab

Hee, I would like to ask how can i Disable Alt-Tab in Windows 3.1. The situation is I am a System Admin.
I use to set some windows based programmes for other people to run, normally by creating a batch file which contain
win title.exe, then the windows will load this title.exe.
I discover people can press Alt-tab to the program manager.
Is there anyway can I disable Alt-tab so that they all will not be able to goto program manager. The point is that I don't want anyone to visit my Program manager.

Well, you could disable the Progman completely
by removing the 'shell=progman.exe' from the file
system.ini. Suppose you make a special system.ini
file that you copy to the system.ini in the same
batch-file were you start 'win title.exe'.
The user is then only allowed to use 'title.exe'.

Then you also need another Batch-file that
restores a normal system.ini for your work.

Of course somehow you must still work out the
Authorisation aspects, "How can start which Batch-file".

Another solution to your problem:
Also there are several public domain Windows
Shell's that supply Authorisation based upon
a username/password.
