Modem properties speaker volume not working

The speaker volume for the modem in control panel>modem>properties has no effect. I used to be able to turn it to off and have it be silent. I tried restarting and shutting down after the change. I have not changed modems.

Remove and add your modem again in the control panel. Or remove the modem and reboot, then Windows 95 should add the modem on startup.
