NetWare 3.12 does not clear connections when users log off

When a user logs off from my NetWare 3.12 server a message appears in the "Monitor" screen that says "user-not -logged- in".  This connection is unuable until I go and manually clear the connection.  I'm sure there is a fix for this, but I don't know what it is...
