How to change windows cursor shape (cursor that appeare in Ms word,Notepad,nb. vertical line,not mouse cursor!).

You mean the caret! There is no way to change the caret system-
wide for all programs. It is under the control of the respective
program whether it allows you to change the caret (e.g. line-> block)!
