Installshield error 13

When I download a self-extracting software package form the net and try to run the .EXE file I get the message " Could not create destination file c:\windows\temp\setup.exe. Error number 13". Then I click OK and the message "Extract failed: return from extract= -8" appears.
This happens with almost all self-extracting filearchives on my computer. My system (Pentium 133 with Win 95) works perfectly except for this problem. What to do?

Look in c:\windows\temp\  chances are, there is already a file in that folder called setup.exe.  If so, delete it(or move it elsewhere) and try the self-extractor again.
