shutdown and restart in ms-dos mode

When I shut down my computer and use the choice of restarting in ms-dos mode, all I see is a blank screen with a blinking cursor. The computer also hangs at the wait till your computer shuts down screen.
What part of the dosstart.bat file is more importan,t the properties or the information seen in notepad C:\etc.?
My auto exec and config sys look pretty much the same as they did before this problem.

To correct this problem will require several steps,
Run scandisk, and regclean (microsoft.com), to eliminate crossed files
Defrag
Check the dosstart.bat.. it should read simmular to the autoexec.bat except for the windows sections
Check the autoexec.dos, and config.dos for conflicts
Use the information in the notepad as a guide..
Also it may be necessary to run the win95 setup through explorer (explorer, cd rom drive ,setup), you shoulkd be able to just reinstall the corrupted/changed files (an option that may appear as the setup runs)..

The reason for the hanging at the shut down screenis that win95 is writing back to itself..and may be having a problem wirh that..
That is why I suggested the win95 reload via explorer..
