Where can I found some free or shareware version of graph.vbx control?. I need the .lic file if it's necesary to use the control.

There is no share/freeware version of graph.vbx

There is two ways you can get it:

Illegally download the .LIC file

-or-

Buy the VBX, Look in the Control help file for more info.
