How can I parse a user from my site to another after say 20 sec ?

Use the meta "refresh" tag in your <head></head> section:

<meta http-equiv-"Refresh" content="_delaytimesconds_; URL=_newlocation_">

Where: _delaytimeseconds_ is the time in seconds you want to delay before the redirection, and _newlocation_ is the address you wish to switch to.

Example: (redirect.html)

<html>
<head>
  <title>redirecting...</title>
  <meta http-equiv="Refresh" content="20; URL=newpage.html">
</head>
<body>
Redirecting you to 'newpage.html'...
</body>
</html>

Make sure your page has the correct URL ;) and no quotes around it, just around the whole content= part.
