RIGHT CLICK UNREGISTERED FILES

HOW to right click on UNREGISTERED type files.........say CONFIG.SYS and have right click LIST out NOTEPAD as option to open it with?  
 ABOVE THE FIRST LINE in Drop Down box!
Instead of going thru all those drop boxes to get to notepad..........have it show just under OPEN !

That is what I want.   Any ideas?
One program I  have...HEXEDIT listed just under OPEN........but it installed the software with that option to selected.

you can put a shortcut into the windows\sendto directory by hilighting that directory and creat new shortcut from explorers file menu.
you can also use explorers view\option\filetypes to associate a program with the type of file (txt, doc,etc). choose new type and fill in description and extension. click on new and put open in the action box and use browse to find the program to associate that action with.
