Object Key Pair

Our novell system is generating errors when adding a new user.  The error generated is "Object key pair could not be generated".  This is on Novell 4.1 using the Nwadmin.  We can add users to other OU's with no problem.  It seems to be an isolated problem with one specific OU.  I did apply the latest patch to the server, but the problem persists.

I did a search on Novell's Support Page and found a document addressing this problem.  Basically it said the "private key" on the container was missing but the "public key" remained.  After deleting the "public key" on all copies of the replica and then creating a new user added the key back in and resolved the problem.  My problem is I do not know for sure what I am looking for on the public and private keys to check this.  According to the documents I've read the Ceritification Authority attributes do not show on
any of the property pages for objects(it is my understanding these attributes have to do with the encryption and generation of the public and private keys).  How do I check to see if my public and private keys are or are not where they are supposed to be??

I have run dsrepair to try and fix any problems with the "DS database" and still cannot generate a user in the container.
