Win95 English Version.  My Japanese coworkers translate the error message as follows:

Setup Error : Windows character set conflicted.

Uncompatible Windows character set has found. Setup can not continue.

You should install Windows to the empty directory. Please put any keys

It's telling you that you first have to delete win95 english version, then install the win95J version.
You cannot just override the already installed version

Try making a separated directory for the J version  say winJ or something, then install..

If that fails you may need to actually put the J version in its own partition..or on its own drive
