Preventing Win95 from hanging up Modem during Reboot

How do you prevent Win95 from han your modem connection when you reboot yocmputer by ctrl-alt-del?

As far as I know there's no way to stop Windows from hanging up the modem when it's reset.  Even if it didn't actually hang it up, whatever pgm that was being run to use the modem isn't going to be able to recover from where it left off.
