Must I use telnet to transfer files to my virtual server cgi-bin directory or can I use regular FTP?

You can use FTP, providing that you know login and password.
I recommend using CuteFTP (if you are on a PC), because it
shows you and allows to modify file and directory permissions,
like: "rwxr-xr-x". The "x" is a must for CGI programs.
