HOw do you go about learning how to use modem's?

If you wish to communicate with other programs across the internet, you actually don't need to learn about modems. Learning about WinSock and sockets will allow you to do network programming.   A good book for this is "Programming WinSock"

If you really want to learn about modems, say because you want to write your own dialer; I'm not sure.  Generally, you just need to open the serial port and write out commands of the form:
  ATM1DT 345-6543
to dial a number.  The commands differ between different brands of modems, so you'd need to do some research into the different types of modems in use.
