The drivers you are reinstalling, are they just the DirectX2 drivers?  The DirectX2 drivers, which would have been distributed with the game (or could be downloaded from Microsoft), include a default low level DirectX video driver.  This default low level driver will overwrite your video card manufacturer's low level DirectX driver, unless the manufacturer's driver has been certified by Microsoft -- and many haven't.  Microsoft's default low level driver doesn't work perfectly on many video cards.

Download the current drivers from your video card manufacturer, and install them after installing DirectX2.

If you can't remember what make of video card you have, you can find it in the Control Panel.  Go to System, Device Manager, Display Adapters.

mHarrison's advice is sound.I would also add that you should get DirectX3.It should fix a few problems of the older version and is perfectly compatible with it.
