Windows Messaging NOT working

Windows messaging is not working. I am using win95 B OSR 2. Every time I try to use messaging the title box starts to load, then disappears. Then in 'mail' in control panel, i get this error message:
"YOu need more memory or system resources. Close some windows and try again."
I have closed all windows. System resouces says there is 96% free. I have 16 megs RAM. I've tried all sorts of different conbinations to get this to work. I installed it with fax (BTW microsoft fax fails to work as well, it gives me some error like mapi32.dll error when i go to compose new fax)) and without, with and without microsoft mail. All which inevitably give me the same hassle. I've noticed that after installation eveyting works fine. But when I restart the computer this is when all the error messages pop up. I was thinking I might have to fiddle with the registry. If you can, tell me which entries to delete. It is important that I get this to work, cause I am using Microsoft Phone. Now, this is the message that comes up when I start phone:
"Phone cannot use your profile. Make sure that your profile is setup correctly
Unknown win32 error cod: 800a1009"
It woudl help if I could at least get into messaging...
Remember that after I install THEN restart is when all the problems happen. RIGHT AFTER installation without restarting, every works fine.
