is there any possibility of calling 32 bits DLL from 16 bit programs over Win3.11 (such as Wn32s...)?

This technique is called 'thunking'. There are several articles on MSDN and the internet. Check it out. It is not difficult to work on a thunk. It can be implemented in a couple of hours.
