Delphi ActiveX deployment problem

I'm developping an ActiveX control in Delphi 3.0. Then I do a web deploy. My ActiveX control work well in Internet Explorer locally. But my goal is to make it work on the Internet. When I call the URL on an other machine, IE ask me if I want to install the ActiveX then only a rectangle appear on the page. The control didn't appear. Is there something particular to publish ActiveX on the WEB.

Lower the security of the IE certificates to WARN.  Then you can say yes to the ActiveX downlaod.
