How to know login ID

I used dtpasswd for user check like it does login here.
How can I know userid and password in CGI program after login?

and Is there a way to popup a dialog in Java Script like password check ?

Look for an environment variable REMOTE_USER which should be set once the user has logged in.

What does words "should be set once the user has logged in."  mean ?
REMOTE_USER value always has null in cgi program.
(ie : getenv("REMOTE_USER")   )
Please give me more detailed answer.
