Given:
Project created with Delphi 3 and BDE version 4
Setup disks created with InstallShield Express 2

Problem:
InstallShield won't create a BDE ailias.  Also, the uninstall program uninstalls the BDE even if it is in use by a previously installed application.

Any ideas?

I have had the similar problem. Have you tried in alias options
to type in TYPE=STANDARD. It worked for me.
