Shutup FTP daemon/

I shutdown my ftp server with ftpshut command but I can't shutup it again. Ever I reset my computer but when I try to ftp to it, It messaged me that:
        Your FTP Server is down, try again later
what can i do?

befor it, I wanted to use ftp via PPP but it dose not work and so I shutdown FTP server. Waht was wrong in my PPP server installation?

delete file /etc/shutmsg
