Assigning Passwords to Logical Drives

Is it possible to assign passwords to Logical Drives on a stand alone PC not connected to a Network.  I would like to be able to have drives A,B,C-Windows and D-CD ROM common to all users, and assign 1 Logical Drive to up to 16  individuals which could be secured by password so only that one assigned person could view and work with the files in his/her assigned drive.  Is this possible through Win95 or alternate software?

There are several program's that can do this for you. Take a look at:

One description:
Security for Windows 95. WP WinSafe allows you to completely password protect all programs within a computer. It allows you to specify which drives users can and can't run programs from, all this with appropiate passwords. Specific programs can have a password of their own or no password at all for maximum flexibility. It does not interfere with the Windows 95 user interface whatsoever and runs seamlessly with all 32-bit and 16-bit programs. It also includes optional shell extension functionality to modify the Windows 95 taskbar. Quick activation/deactivation without the need to re-start Windows!
