Do I need to install stdole2.tlb?

Is it necessary to install and register stdole2.tlb on the
user-machine?
The Visual-Basic 5.0  Setup Wizard installs stdole2.tlb but my programm is also running without this typelib-file. I believed that typelib-files are only necessary for developing and not for programm execution.

There is a DLL that uses that TLB, I found this out using a program called FILEMON as STOLE2.TLB was missed by the installation program and I kept getting an "Error Loading from File...".   It turned out to be the STOLE2.TLB missing.
