Unable to open com2. Device is already open.

I tried to connect to the Internet without success. I used an external modem connected to com2 port running under windows 3.11.  The error message I got was thet the com2 port was already open, This implied that my com2 port was being accessed by another program. I have no program running that accessed the com2 port except the communication program (I tested the connection using Win 3.11's Terminal program only. ) A quick check using MSD indicated the presence of com2 with the correct IRQ3. A quick test of the com2 port with a mouse connected to it  indicated the com2 port was fine. The com2 port was working okay under Win 3.1 before I updated it to  Win 3.11.

Can anyone provide any hint to my problem?

The IRQ was okay. No conflict detected. BTW, I'm using a notebook which used PS-2-like mouse at IRQ 12. The com1 is not used but was tested fine when an external mouse was attached.
