You will need to specify the desktop window as the parent of your form window. Here is an example :

  TForm2 = class(TForm)
  private
    { Private declarations }
  public
    { Public declarations }
    // Override CreateParams
    procedure CreateParams(var Params:TCreateParams); override;
  end;

...

procedure TForm2.CreateParams(var Params:TCreateParams);
begin
    inherited;
    Params.WndParent := 0; // Change the parent window
end;
