Do I need to put the smartdrive command line in the dosstart.bat for my dos programs when I restart in Ms Dos mode.  Or does win95 cache my dos session..?

Windows uses the commands in config.sys and autoexec.bat to configure your DOS-mode. Dosstart.bat is used for commands not present in autoexec.bat. When you boot your system to DOS-prompt, smartdrv.exe isn't loaded if it isn't in your autoexec.
You have to put it in dosstart.bat if you want to use it after shutdown...

Hope this answers your question,

Henrie.
