typing/reading hebrew fonts in forms for communicator 4

While using Communicator 4, i am unable to input correct hebrew fonts in the fields , as well the fonts on the forms buttons (and fields)appear as "jebbrish".
I use charset iso-8859-1 (western1) , with "web hebrew fonts AD" as fonts for the communicator.The HTML pages are set with those fonts/charset as well.I use windows95 hebrew version (the problem appear as well in the hebrew enable version of win95).
Those fonts and charset gave perfect hebrew appearance on all previous versions of Netscape Navigator (3,01 and earlier).
What can i do to read/program correct hebrew on the buttons, and to input the text in correct hebrew in the fields ?

First of all check to make sure that under View/Encoding you have  iso-8859-1 (western1) selected as dafault encoding.  The second option is to use "User Defined" instead of "Western" fonts to view hebrew. Setup fonts for User Defined" encoding as you did for Western and don't forget switch default encoding to "User Defined".
