How to get graphical internet from university server?

I want to get netscape on my home computer. I am told that the university I'm at won't allow a PPP conection to do this, but it was suggested to me that I compile a "slirp" and this would some how allow me to PPP conect? Please tell me any suggestions on how to get netscape from the university server, and the detailed process of how to do this. Thank you for your time and effort.

slirp is a program (freeware) that allows one to use a shell account to emulate slip/ppp protocols. you may download from ftp://bjc.carenet.org/pub/slirp/, and several other sites employing an ftp connection through your existing university shell account.
netscape navigator can be obtained through hundreds of anonymous ftp sites. more information on slirp may be obtained at http://blitzen.canberra.edu.au/slirp/, which as you may already know, might possibly be accessed by using the text-only web-browser "lynx" on your university server. hope this is enough info.....

Now what do I do with slirp, load it into my account in the University's computer. How do I set up the PPP conection from here???
