What is an SPC password?
If you simply need to obtain a certificate for creating signed
JAR files look at http://developer.netscape.com/library/documentation/signedobj/overview.html
This has pointers to CA's including a free test object-signing
certificate from VeriSign

Strange - I just tried it and it works. Try again, maybe the
server was simply too busy.
If it still doesn't work, look at these URLs:
https://certs.netscape.com/client.html
http://services.verisign.com:8080/ns_pick.htm
http://digitalid.verisign.com/nosintro.htm
