"INEWS" not available on the drive of my virt. server. Can I install?

I need "news" (INEWS etc.) for automatically
crossposting to newsgroups.
How can I install the NEWS components if they
are not on the drive of the virtual server?
Exist a .tar file with the necessary files?

for /news/ /news/bin etc.?

If your ISP/Home server is not set-up for NNTP, you will not get any news service to run.  The server has to have a port opened to allow NNTP through.

Is it possible to do this without "superuser" or
exist any other ways to post articles from a
unix machine?

Check the NCSA web page for the procedure to set up a NNTP port, then forward this information to your ISP, ask them kindly, most ISP's are rather blunt with "no" for an answer.
